Notes:  This coin is quite an enigma, but great to study.  This is one of the few coins we have seen that has all 35 stars visible on the reverse and this is after having been circulated down to this grade.  So the original strike must have been full and clear.

 

But the coin is definitely circulated as you can see from wear on most of the high points and some rough damage to the eagle's wings.  To reinforce the full strike issues, the reverse also shows signs of a repolished die around the eagle's head with some of the polish lines crossing the stars.

 

And then there is doubling of many of the letters in the memorial phrase which just adds more interest.  For the grade this is an unusual find!
